Are we falling into the traps of China?

At the confluence of the Indus and Zanskar rivers in Ladakh:
The repeated incursions by Chinese army in Ladakh have prompted the top most civil officials of the region to ask " Why the security forces are scared of the Chinese?"
A report prepared by the leh District administration has revealed that the Chinese army had intruded into the India side in Sep-Oct 2010 and halted the construction work

of a passenger shed. This is the second time since 2009 that development work has been abandoned in Ladakh under chinese pressure. Earlier a road project was abandoned by

the state government after the chinese army objected to the construction.
This unwilling approach adopted bt the state officials on the basis of the notification issued in 1990 by the Indian Govt. that bars any construction within 50km of border

unless one get the no-objection certificate from the defence and home ministries and the restriction is in force across more than 500sqkm of the Nyoma sub-division which

has an are of more than 20000sqkm and is situated near China border.
But on this basis Indian Govt. shud not ignore the ongoing developmental activities on the other side of border. Its the matter of unfortunate that even our own security

forces are barring the nomadic ladakhis from moving in the area. Thankfully they beleived its their land which is part of India and shud have the right to move into their

farm lands. It must be kept under notice that Chinese forces have already occupied the whole of Aksai chin. It's almost visible that behind the bilateral talks China is

dictating terms from across the border and we are falling into their trap.
